Security will be of the utmost importance for Internet based voting.  IBM in Zurich has recently invented a small USB device, that when inserted into a computer, allows a secure channel for transactions, even if the computer is infected with “malware”.

It is proposed that each voter who wishes to participate in Internet Voting, will be issued such a device as well as a highly secure password and Secure Socket Layer, the leading security protocol.

Also, for voters who cannot afford a computer, an application process will exist which, if qualified based on their income, will be provided a low cost notebook computer at no cost.  These are currently available for $200.00
